Dr. de los Santos brings a wealth of public finance experience to Estrada Hinojosa, particularly in the area of public education. Prior to joining the firm, he served as Superintendent of Schools in the Texas communities of Edinburg, San Benito and La Joya, as well as Deputy Superintendent of Houston ISD. During his tenure as Superintendent, he was involved in four successful bond elections that approved the issuance of $665 million in bonds.

Dr. de los Santos’s expertise in education finance has been especially dedicated to serving the needs of school districts throughout the Rio Grande Valley and South Texas. His career in teaching and school administration spans more than forty years, giving him a deeper understanding of the issues facing public schools. In fact, he has written and lectured extensively and is recognized throughout the Southwest as an authority on public education and the unique challenges facing school systems along the U.S.-Mexico border. His insights as an educator and expertise in School Finance and Facilities Funding are an invaluable resource to the clients of Estrada Hinojosa.
